Generally, all the OSHA requirements for respiratory protection still apply, including for use of N95 masks, although exceptions have been allowed given the extraordinary circumstances. For example, OSHA has issued temporary enforcement guidance specifically for healthcare providers which relaxes annual fit testing requirements, in order to preserve and prioritize the supply of respirators.
General OSHA requirements tell employers to keep workplaces clean, orderly and sanitary. Therefore, workplaces should not have an excess of easily removable dust and debris. The same set of standards also tells employers to make sure workplace floors are clean.

Although employers are not required to provide their employees with cloth face coverings or surgical masks, the use of such face coverings and/or surgical masks would constitute part of “a control plan designed to address hazards from SARS-CoV-2” under the General Duty Clause. For example, in dusty environments where an employer would normally control potential respiratory hazards using a dust mask or respirator, the employer may need to use a wet method or portable local exhaust system to control dust exposure if dust masks or respirators are unavailable.
